19 May 2010, HVMS - A new approach to providing new 11kV Connections
HVMS has been providing 'New Connections' services for some time directly for EDF Energy Networks but can now provide the same service as an 'Independent Connection Provider' (ICP) to End Users, Developers and Main Contractors requiring a new or up-rated 11kV connection.
The Lloyd's Register operates the National Electricity Registration Scheme known as 'NERS' on behalf of the UK Distribution Network Operators (DNO's) to assess and accredit ICP's allowing them to perform contestable works associated with the installation of electrical connections. The scheme represents part of the ongoing process to introduce competition to the contestable connections market.
The traditional approach for a new electricity connection was via the local DNO, HVMS are now able to provide an alternative, genuine and competitive solution to customers seeking new electricity connections.
HVMS are able to undertake the turnkey process from enquiry, through to design, construction and final adoption of the network.
HVMS' scope to provide a new 11kV connection typically includes:
Contestable Works: The works that are traditionally undertaken by the DNO but are now open under "Competition in Connections" and includes design, offsite civil works in the public highway, duct/cable installation, sub-station installation, test and commission.
Non-Contestable Works: These are works that can still only be undertaken by the DNO but can be managed by HVMS and typically include, final cable jointing onto the existing network, wayleaves/easements, design approval, inspection of contestable works etc.

Improved cashflow: Coupled with a fixed price HVMS provide realistic payment terms unlike DNO's who typically require money up front.
Design: HVMS can design the connection to the local DNO's standards which facilitates ease of adoption by the local DNO.
